Mid-Level A&A Analyst Location: Navy Yard (Washington, DC.) Salary: $90K-105K with benefits Clearance: Active Secret Clearance Start Date: asap The Mid-Level A&A Analyst shall conduct A&A and C&A activities through Risk Management Framework (RMF) and DoD Information Assurance Certification & Accreditation Process (DIACAP) for Defense Business Systems (DBS), Research, Development, Test and Evaluation (RDT&E), and Platform Information Technology (PIT) information systems and networks within Navy Enterprise Mission Assurance Support Service (eMASS) or its successor in accordance with current DOD, DON and NAVSEA A&A/C&A policies. The Mid-Level A&A Analyst shall conduct in-depth technical reviews of A&A and C&A documentation from NAVSEA Program Executive Offices (PEOs) and field activities seeking authorization and/or accreditation from the Navy Authorizing Official (NAO) or the Functional Authorizing Official (FAO) in accordance with appropriate policies and procedures and develop recommendations accordingly. CS personnel shall adhere to DoDD 8140.01 and the Qualification Standards, Responsibilities, and Registration Process for Navy Qualified Validators (NQV) in performing these tasks; ? Assist NAVSEA HQ and NAVSEA field activities in preparing their A&A and/or C&A documentation for submission to the Navy AO/FAO. ? Schedule and facilitate weekly collaboration meetings between the SCA, NAO, NAVSEA Echelon II representatives and appropriate program offices. ? Conduct Independent Verification and Validation (IV&V) functions at NAVSEA field activities in support of NAVSEA audits and inspections to ensure security controls are properly implemented and validated by the onsite validator in accordance with DoD/DON policies. These functions may be conducted as part of the NAVSEA Inspector General (IG) Command Inspection Program (CIP) or separately. ? Assist in executing the A&A and C&A portion of the CIP and Short Notice Assessments as required. This effort will require occasional travel to various NAVSEA facilities. Trips are usually 5 days in duration and occur 4 - 5 times per year. ? Assist in executing CS Assistance Visits at various NAVSEA activities with focus on the A&A and C&A efforts of the activity being assisted. Assist visits may be in conjunction with IV&V activities and will require occasional travel. Trips are usually 3 to 5 days in duration and occur 6 - 8 times per year. ? Maintain the Enterprise C&A Tracking (ECAT) database, used to record the present status of all NAVSEA accredited/authorized packages as well as storing/archiving information on packages already received and systems that have since been inactivated. The database shall be updated daily as required to ensure accuracy and currency. ? Provide other reports as required such as, but not limited to, weekly metrics regarding A&A packages Requirements: o Must be US Citizen o Active Secret Clearance ? Entry Level Navy Validator or Navy Qualified Validator Level I ? Minimum of (5 )five years of C&A/A&A experience with Navy and/or DoD programs. (Experience with DoD Information Assurance C&A Process (DIACAP), Risk Management Framework (RMF) and/or National Institute of Standards and Technology (NIST) 800-53 preferred) ? Possess and maintain a valid CS/IA certification for the designated CS/IA Workforce level Required Certification: Candidate must have at least one of the following baseline certifications: NEC 2780 or NEC 2779 or, NEC 2781 (if within 2 years of leaving Active Duty) or An approved Bachelor Degree from an accredited University or CNSSI 4012 Certificate or CNSSI 4016 Certificate or NDU CISO certificate or CCNA or CAP or Security + (CE) or ENSA
